August 8, 2026 - Top General Seeks Iran War Off-Ramp

Today on CNN, my guest is Robert Pape, the University of Chicago air-power scholar who has advised White Houses of both parties. His message is blunt: the United States cannot reopen the Strait of Hormuz before the midterm elections — and that failure could decide them.

For more than five months, the strait — passageway for a fifth of the world's oil — has been closed to normal shipping. This week, Iran and Oman floated a partial fix: tankers could sail again, but only on routes through Iran's waters, under Iran's control, possibly paying Iran's fees. President Trump's response: "I'm not going to let them charge."

Why can't the strongest military on earth simply force the strait open? Scale, Pape argues. Iran holds thousands of Shahed drones, each the size of a king mattress and roughly the price of a used car. They can launch from anywhere in an area 50 percent larger than California, shielded by the 14,000-foot Zagros mountains. A few hits a week keeps insurers — and therefore tankers — away.

Pape's best case for suppressing that threat: three to six months. Election Day is 87 days away. Do the math: when Americans vote, the strait will almost certainly still be closed. Pape's prediction: angry voters hand Congress to the Democrats, and the new Congress cuts off funding — just as Congress, not the battlefield, ended Vietnam a half-century ago. 

The president would be left with two choices: surrender or escalate.
